The search terms report is the only honest document in the account
There is a distinction in every paid search account that people nod at and then forget: keywords are what you bid on, search terms are what people typed.
The keyword list is aspirational. The search terms report is the receipt.
Why the gap widens
Match types are elastic by design. Broad, and increasingly phrase, are interpreted by intent rather than by text. The gap between what you asked for and what you got is not a bug — it is the mechanism, and it is why the report exists.
The gap widens fastest when: bidding is automated, budgets rise, a new campaign is still learning, or seasonality shifts what people search.
How to read it properly
Sort by cost, not by clicks or impressions. You are looking for spend, and spend is where mistakes are expensive.
Then read the top fifty lines and, for each, answer one question: would I have chosen to pay for this?
Most lines will be fine. A handful will be obviously wrong — competitor names you did not intend, "free" and "jobs" and "how to do it yourself", locations you do not serve, product variants you do not sell. Those are negatives.
A few will be interesting: phrasings that convert well and are not in your keyword list at all. Those are new keywords, and they are the reason this report is worth reading rather than just filtering.
The part that is genuinely limited
Google withholds search terms it considers to have too few searches, on privacy grounds. Reporting has improved since the 2020 restriction and it has not gone away — depending on the account, a real share of spend still sits in an unreported bucket. You cannot negative what you cannot see.
This is a real limitation and worth being honest about with clients. What you can do is watch the proportion of spend in unreported terms over time — a rising share is a signal that matching is loosening.
Cadence
Weekly for an account spending meaningfully, monthly for a small one, and immediately after any change to match types, bidding strategy, or budget. Those three changes are what cause the list to move.
A negative keyword list built once and never revisited stops working within a season.
